Section 211
A government servant can file an appeal in the court of the locality where he resides

(1) If any government employee has to appeal in a case concerning his rights, interests and concerns and if he is unable to attend the court hearing the appeal due to government work, he shall disclose the reason for that, through such court if there is a court hearing such appeal in the area where he resides, or if there is no such court, he shall be present. An appeal can be registered through the district court of the area.
(2) If an appeal is brought to be registered in accordance with sub-section (1), such court shall register the appeal after completing the procedure as per section 209.
(3) Upon registration of an appeal in accordance with sub-section (2), the court that registers the appeal shall within three days verify that the appeal has been registered and that the relevant employee making the appeal is stationed in that area and send such appeal to the court hearing the appeal.
(4) If the government employee making an appeal in accordance with this section wishes to stay on the date, the court registering the appeal shall keep the date on him and send the information thereof to the court hearing the appeal.
